I'm going to let this image speak for itself, these neighbors have put up all kinds of obnoxious outside decor, but this is just a perfect example of why this tower should be limited to where you can only place 1 of them outside. I can't see the ocean, or the lighthouse. The two main reasons for the plot we got in Shirogane.

As much as it's crappy, their house their decorations.
They are a house owner just like you are and have the right to put whichever decorations they see fit, so no that's a no from me.
I agree that it's a very crappy move though, I already dealt with this in the past. All you can do is ask them nicely, if they don't want to and it ruins the plot for you it might be better to move somewhere else sadly -

With respect, based on the image you selected to make your case, only one of those towers is blocking anything: the right-most one, which does block the view of the light house. Because of that, limiting HoH to 1 wouldn't prevent this situation. The ocean view is being blocked by houses and trees, not the rest of the towers (which are only blocking your view of the clouds).
Technically it could be trolling, but it seems more likely to me that the owner of this house just has aesthetic sensibilities that differ from yours. Having a bunch of towers is weird, and Final Fantasy is full of people who love to be weird. Additionally, HoH is a great piece of scaffolding that allows players to climb up to high places if they know how to do it right, so it's not uncommon to see homes that have 4+ HoH's in their yard.
Regardless, I would recommend making the choice to not be bothered by others' landscaping decisions; instead, be happy that other players have found a diversity of ways to enjoy the game in their own way. -

The good news is that it is very easy to get roof access with the bathhouse skin. I have a medium myself and used the bathhouse skin for a while so had set up the roof access for myself. That would give you and your FC members a superior view regardless of what your neighbors chose to do.
