Cloud DC test: can we get an NPC gil vendor for raid gear

There's a few groups out there planning to test high end content on the server, but the lack of DoH/DoL level boosts and practical limits on farming out gear within a week means that most groups will be relying heavily on gil vendor stuff, especially for consumables in the 80-90 range, for which there aren't really any good options. It's a lot easier to notice issues when gameplay is similar to our mains, so the test would benefit from having some way of getting better raid gear quickly.
