Unable to renew vows- No quest appears

In-game time: Was around 12ST
Area and coordinates: East shroud X:17 Y:18

Steps:
1. Logged into the game and got the anniversary popup that its the day. 13th of November
2. Goto east shroud and when I goto the NPC I cannot renew my vows the text is greyed out. The NPC tells me that my anniversary has not yet come to pass.
3. Thinking it was a weird issue I relogged just incase. Now I no longer get the popup and The npc does still tell me that the date of my anniversary is 13th of November
4. Currently stuck with no quest appearing and cannot progress the event as the " I wish to renew my vows" is greyed out.

Extra details:

Due to not being able to pickup the quest I cannot get a new bracelet to continue the quest.

My partner Sahju Maxwell@Cerberus is still able to click this option, they do indeed recieve the quest. I cannot and we have done this for a few years now but this time I cannot pickup the quest because it doesnt appear.
So then what happens is that she can progress the quest but I cannot.
Which leaves both of us unable to do the quest.

The date on the ring is still 13th of November 2020 (The orginal wedding)
