That does seem strange. I see you reported it as a bug as well. That is really all I can think of.
Looks like you haven't completed the second quest 'A Charmed Life' that gives access to Sneaky Hollow.
"Speak to Papa Gruff at (X:6.3, Y:7.2) to begin the next seasonal quest, 'A Charmed Life'."
