Can anyone explain to me how Asylum works? From the tooltip, I'd expect to see the buff icon for anyone standing within it but I only ever see it on myself. Are the other party members getting a heal over time anyhow?

If they are in your party (not other alliances in a 24 man raid, same as Medica), then yes, they are.
The buff icon on you is the duration remaining. After you reach level 78, an additional buff will appear on all players affected (yourself included) because you will gain a trait that increases spell healing received by 10% while within Asylum's field.
As to its effect, look at the characters closely. You will occasionally (every 3 seconds based on a global server timer) see numbers appear on the player. This is the effect. It will not show up in the Flying Battle Text as would Cure or Medica, with the name of the action next to the HP received, but just on those subdued numbers on the target. DoT and HoT effects (like Aero 2 and Regen) also behave this way, and in fact, that global server tic will combine both the Regen and Asylum tic and show a single sum each tic that both are active.
These numbers can be hard to see if many targets are attacking the target you're watching for the effect on, as damage dealt by other targets also appear as these subdued numbers.
Additionally, to make sure you can get some effect on demand, Asylum will always do a tic (and that buff from level 78's Trait) the moment you execute it.
