Why does the que system not work like it works for pvp?

I've been trying to que for Thaleia, which is fine I can wait, but everytime it pops someone doesn't commence and it throws me back in que for another 10 minutes to repeat the process all over again.
Wouldn't it be better if it would still throw us in the instance and starts looking for a replacement like it does in pvp?
Sometimes you get stuck in these loops of someone not accepting and it becomes very frustrating to have to accept over and over again and hoping everyone accepts only to not go after the wait timer runs out...
Shouldn't there be a better alternative by now?

It doesn't actually do backfilling in Crystalline Conflict, at most in Frontlines/Rival Wings. The game is not entered without the 72 or 48 players confirming.

Likewise entering the 24man alliances needs confirmation of all 24 players in the prompt and only inside can backfilling begin.

You also generally aren't thrown out of priority in a queue if it only failed because someone else didn't confirm.
