Hello everyone :),
... I am still looking for NPC named Cicely on Balmung world for couple quests I need to complete.
Those were 'Gridanian Roots' (talk to Cicely) & 'Dancing the Night Away' (for a Parley round).
Neither at Botany Guild or Ebony Stalls in Gridania is Cicely present at any time :/.
Please let me know, where else one can find her.

Doesn't it show up on the map in your quest journal?
I think Cicely is in the BTN guild building immediately on your left when you enter. I'm in the middle of the BTN30 quest and had to talk to her.
Well, that is the point ...
On the map (via Journal -> Quest -> Map) I can perfectly see Cicely's destination, but
you cannot see her 'physically' after you are already near your target.
And yes, another NPCs or/and Players are showing up after a while (usually, couple seconds later) :/.
Hope, there is a solution on that matter ...

I think she only shows up in instances, there should be a ( ! ) on the map where you need to run to in order to initiate the instance.
