Unable to Transfer Character due to inaccurate reasons

Hi all,

I'm trying to transfer my character from Phoenix to Halicarnassus since I'd like to raid in North America, but I can't because apparently theres something wrong with the character cap in data centers.
For context, I only have 2 characters, Caro Kann and Kaelun Kara, who are both on Phoenix. I have transfered in the past to another NA DC without a hitch, and 90 days have passed since I previously transfered. The reasoning for not being able to transfer are quite bizarre because of this, since there is no way these reasons are right.

Please help, I would really like to play criterion with my friends, and they've been waiting for so long!

You have reached the maximum number of characters allowed on the World that You selected.
You have reached the maximum number of characters allowed in the physical data center of the World that You selected.

Same, though opposite, I can't get to EU

Although we may not be able to assist here, prior to attempting the transfer please try logging into the game access the character and then select the Data Center and World you would like to transfer to via the game's Start screen, and then attempt the World Transfer Service.

If the issue persists, unfortunately the issue you are describing is something we are not able to assist with in the Technical Support Forums. As account in question is European in region, we advise to contact the continuing your correspondence with the European Support Center.
