as the title says this quest isnt showing up for me even though ive completed the prerequisite quest and am in post shadowbringers main story. i would like to get this quest line done so i can start working towards getting higher level gear

That is strange. The quest should be right where the first quest ended. To the best of my knowledge, it has no other prerequisite quest other than completing The Rise and Fall of Gentlemen.
You may want to go to your Journal and make certain that The Rise and Fall of Gentlemen does appear under your completed quests. It should be listed under Sidequests - Hildibrand Sidequests - Hildibrand Adventures
Also make certain that you are looking for Back in the Saddle at the correct location Southern Thanalan (X:21.5, Y:39.1)- it's the small rise near the south edge of Southern Thanalan where the Fallen Wizards and Fallen Pikemen are found. Some players who stop after the first quest and return to do the quest chain later incorrectly check the location where the zombie FATE spawns.
You don't need to worry about these quests being required to get higher level gear. They are only required for the Endwalker relic weapons. All other gear (including other weapons) can be acquired through the usual methods (Savage raiding, tomestones, etc.). The relic weapons won't even be best in slot until their final form can be earned in 6.55 (estimated release date of mid January 2024).

The prerequiste quest would be: "The Rise and Fall of Gentlemen".
