Limit Road to 80 buff to Home DC

I was thinking about the current problem NA DCs have with everyone just coming to Aether. I feel like a decent solution to the problem would be to have people lose their Road to 80 buff (temporarily) if they DC travel. So they can either hop DCs for "faster queues" or keep their insanely good exp buff. It's a similar solution to why you can't hit timed gathering nodes on servers that are not your home server.
