Targeting filter not applied to subtarget

Steps:
- Set filter type to A
- Set filter to "Enemy"
- Select a skill requiring subtarget selection, i.e. Fira, Provoke, Shoulder Tackle

Expected behavior:
- Left/right on gamepad should cycle through enemies only
- Up/down on gamepad should cycle through party members

Actual behavior:
- Left/right cycles through all targets (PC, NPC, Monster)
- Up/down cycles through party members

Normal target filtering works as intended, but subtarget filter seems to be always set to "all".

This is very annoying and should not be happening. Half of the time you end up cycling through all the chocobos before being able to target whatever monster which proceeds to happily smack the poor chocobos while you do that.

Think of the chocobos! :o
