No, you shouldn't have as poor a framerate as that.
My current specs and settings are:
1920x1080, 4x AA, standard draw quality, high shadow quality, highest texture and texture filtering settings, DoF/AO off.
Core 2 quad 9450 @ 3.2GHz (OC from 2.67), GTX 460 1GB, 4 GB system RAM.
This setup never(*) puts be below 30 fps in uldah, and keeps me around 40-45 when i'm playing with 2-3 others. Even when my CPU wasn't OCed, i didn't get below 30 fps in uldah.
*) Except the occasional hiccups because the game doesn't seem to properly cache things when large amounts of new stuff suddenly becomes visible on screen
