No you can't get them anymore ever since the action reforms in December.
But, Second wind is technically kind of still in the game.. Only difference is you get it as a trait instead of a new ability.. In other words, you get a buffed up SW.

That and Second Wind (and all other actions) scales with level now so there was no longer a need for a 2nd tier.
