2146697211 HTTPS System Error

So I got this error code today. I found this "Fix" posted by an admin in these forums but my concern is with the red portion. What are the ramifications for keeping this checked. Isn't this a really risky thing to have checked? Are there any other things I could do I really don't feel comfortable using this as a "fix" if it leaves my pc vulnerable. When I undo these setting I get the same error code again. I can't run as admin though cause I'm running this one steam.

( Open the control panel of the PC and go to ‘Network and Internet’. Once there select ‘Internet Options’
- Under the "General" tab, please delete ALL browser history.
- Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
- Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
- Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
- Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
- Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
- Right-Click on the FFXIV launcher icon and select "Properties"
- Hit "Apply", then "OK" to save the changes.
- Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator" )

- Within Microsoft Edge, click the "Settings" option on the top right of the browser (under the three dots shown) and go to "Privacy, Search and Services" and go to the "Tracking Prevention" section. Make sure it is turned on and select the "Balanced" option.

Additionally, if any settings have been changed overall, it is best to keep things at default which you can perform manually by using the "Reset Settings" option under the "Settings" tab. Lastly, please ensure that Microsoft Edge is up to date by using the "Settings" > "About Microsoft Edge" option near the bottom left.
