Can't home world transfer?

I get the message "There are no eligible characters available for a Home World Transfer." when attempting to transfer to Coeurl. It is open according to the worldstatus page.

I have an active sub.
I've never used the Home world transfer service.
I am logged out.
I'm not enlisted in a free company, nor am I holding a petition or signed to a free company petition. I've never touched the stuff before.
I removed all items for sale on the market.
I don't know what the calamity salvager NPC is
I never carried over any retainers from version 1.0
I am not in any instanced areas
I have no reservations for ceremony of eternal bonding
I am not undertaking The Ties that Bind quest
I am not in possession of a blank invitation for an Eternal Bonding ceremony
I don't own any land, estate, or apartment housing.
I am not designated as the housemate of anyone.
I have played recently.
I have completed the Close to Home quest
I created my character about 3 years ago.
I am not under a 90 day transfer restriction.
I am not pending a name change.
I am not away from my home world nor logged out on another world.


Anyone have any clue what else could be stopping me?

Sometimes, for whatever reason, you have to click on the data center from the main screen and change it to the DC you want to move to so it "loads", essentially.

If you don't have a <<name>> next to your name, you aren't in a FC and just a glance at your Lodestone says you aren't either. Did you recently upgrade from the Free Trial?

I have been non-free-trial for a while (Starter Edition), but I did buy the Endwalker expansion (and all the others) very recently.

Edit: It suddenly started working and allowed me to transfer. I changed nothing.
