Mixed Mode + Expanded Hold Controls Inconsistency

I have problems using mixed mode + expanded hold controls on controller(XBOX controller on PC). Depending on how I release R2+L2 after using expanded hold controls the hotbar is still selected on or not selected on(Selected still if I release R2+L2 exact same time and not selected otherwise). This causes me to misjudge if the hotbar is toggled on or not and causes me to run into problems in the game when I try to input commands in thinking the hotbar is toggled on.

Steps:
1. Use Mixed mode to toggle hotbar using R2 or L2
2. Use Expanded Controls by using R2 -> L2 or L2 -> R2
3. Release R2 and L2 same exact time keeps Hotbar toggled upon exiting Expanded controls, not releasing them at the same time causes Hotbar to not be toggled upon exiting Expanded controls.
