Problem purchasing items in the market ward

I've been having issue purchasing Yew Radical and Rope Belt in the market ward. I have sufficient funds to purchase it, but I'm unable to acquire it. I'm able to purchase items from npc though. I also tried trading tradable items to other characters. Once we complete the transaction, it gives a prompt trade canceled, but we both confirmed and did not cancel the trade. I notice that i couldn't complete Freedom Isn't Free quest since I couldn't get the Crabshell Hora. I had the same issue with this with Quid Pro Quo quest, but I had to discard my Ash Mask in my inventory then I was able to complete it and recieve the Ash Mask. The problem with Freedom Isn't Free quest is that I do not have a Crabshell Hora to discard.
