Because the dragoon relic requires Ixali beast coins. I would say its perfectly fine to ask in this forum. Sorry OP I have no answer for you but I do have all three types and generally aside from a few mobs they are all the same throughout the stronghold. I'm guessing some are just more rare then others and have a lower chance to drop.
