Have you completed and upgraded all facilities and landmarks on your island? You won't get the quest for the tool upgrade until you've cleared the quest for completing development and unlocked the first stage capstone quest.
If you think you've upgraded everything and aren't getting the quest, go around to all your buildings and check the placards to make sure you've confirmed their completion.
Thanks that was the trick. Apparently i didnt do it to one of my landmarks i thought i had. >.<
