When you accumulate 25,000 GC seals, inquire about promotion and buy the medal, then accept the new quest, go out and kill the NM, and come back. Talk to and salute the guy and he'll give you the coin and Second Lieutenant.

I just can't figure out if it's one of those situations where the entire purpose of this item is the potential to get seals from it and thus keeping it around would be a pointless, sentimental gesture... or if there might be some use for it down the line.

where do i go to turn it in?

I will personally be waiting. Considering the events that will be happening before 2.0, this coin has potential to be worth more at that time. Then again, it may still be worth the same.

I have both my spear and my coin :p have fun with only your spear when they release something that uses the coin.
