About the congested worlds, they are locked 24/7?
Is not possible the create/transfer in low peak hours?
They wont be lifted so soon?

There are two types of "congested" worlds. Those which are locked 24/7, and those which are only locked during high traffic.

If it says "Congested", you can't make a character there until the next time it's opened up (they're revised during maintenance periods).
However, if it says "Standard", "Preferred" or "New" BUT has the little red man next to it instead of the little green man, then it's only TEMPORARILY locked and will open up when some more people log out. :)
There aren't though, and we shouldn't encourage incorrect use of the vocabulary.
A Congested world is one that is hard locked. There are no character creations or inbound transfers, period. Congested flags can only be lifted during a maintenance, and such flagging or deflagging of servers during maintenance is accompanied by a Lodestone Notice titled, "Regarding Changes in Congested/Preferred Worlds (MAINTENANCE DATE)".

Worlds that are not Congested will accept character transfers at any time, and will accept new characters whenever the server is not currently under heavy traffic. However, being under heavy traffic does not make the server "Congested". Character creation locks that are traffic-based release when the number of characters logged in to that server drops below some threshhold and may update several times a day.
Congested status was made back when people were flooding Balmung. You couldn't make characters there most of the time except the time of lowest activity in the week during the night, so the most common way to get in was to transfer there. And there were hundreds of people transferring there each day. I know because I was recruiting for something before cross-world PF and all the people new to the server sent me a tell.
It was unsustainable that a congested world was still being flooded so they created the Congested status that has the additional effect of blocking transfers and have since used it on many other worlds now that the game has a much larger population.
