SAM's meditate mini rework idea

Samurai\\'s downtime tool, meditate, is a pretty good tool that can net you 1020 potency (especially starting from no meditation stacks) but sometimes you are not able to get the full usage of it due to mechanics and sometimes part of that is RNG. For example, getting selected to do meteors in DSR can potentially lose you ~800 potency since you are not able to use your meditate skill as you are having to move around. Another example is High Concept where different patterns mean you get various usage of your tool from like 1 to 3 stacks. So sometimes RNG is not fun in getting the way of using your skill.

I would suggest then to make SAM\\'s meditate similar to that of MNK\\'s where it\\'s on the GCD but with SAM\\'s regular GCD recast time and you get 5 stacks (with like a 12-15 second recharge time). According to my math, SAM\\'s regular GCD (both ST and AOE) would still be a gain so meditate spam cheese wouldn\\'t be a thing. This would allow samurais to get a better consistent use of meditate while being able to move (as this is a problem in ultimate downtimes and like High Concept 2 and we know samurais don\\'t perform quite as well as their melee counterparts in most ultimates so this would help level the field). You also wouldn\\'t have to rely on server ticks anymore.

Always wanted Meditate to refresh ( not generate ) Fugetsu and Fuka buffs if we have them and generate resources as we move. On the move + Casting skills? makes Meditate generate less resources vs standing still casting nothing generating resources faster then we do now. There are definitely lots of good ideas and QOL upgrades to give to Meditate.

Traveling to servers or when a queue pops? I ritualistically cast Meditate as I await teleporting, making me vanish with a fancy pose. I am utterly confident that I am not the only sane Samurai that does this... ( crickets) Don't take that this lil bit of fun away from me... y'all already took Kaiten! what more you want...
