Tank Enmity issue

since the game came back up yesterday i have been noticing random losing/swapping of enmity in party content

for example while doing a duty roulette yesterday of titan (hard) i was playing my dark knight at the time and neither me or the warrior could hold aggro on the boss for more than a second or so because DPS and healers were continually generating more enmity than both of us and when we used provoke it would only hold titan for about a second before he ran off to chase someone else. and yes we did both have tank stance on.

after i mentioned this to my FC we decided to do some testing so i swapped to my gunbreaker and my FC friends joined and we went into the same duty unrestricted and exactly the same problem occurs

since then we have tested all tank jobs and found this is happening on all tanks where healers and dps are just somehow generating more enmity than us on a regular basis this is making group content arduous and infuriating when we are doing our job as we always do but for some reason the enmity system just fails us
