Aan is one of the Imperial castes or ranks. You see these between Garlean people's forenames and surnames. Examples:
- Zenos yae Galvus
- Gaius van Baelsar
- Rhitahtyn sas Arvina
- Livia sas Junius
- Cid Garlond, formerly Cid nan Garlond
- Jenomis cen Lexentale
Aan in particular are non-Garleans whose lands have been taken over by the empire.
Anonymoose compiled a list in Thread: Garlean Naming Conventions over on Forum: Lore, information which is also available by interacting with scenery objects in a particular Heavensward dungeon.
Rongway is totally correct, that is a deliberate aspect of the lore (as stated in the link in his post), the 'aan' appellation is given to those on the lowest rung of Garlean society, the strictest meaning of the term means "non Garlean-pureblood peasant of a conquered Imperial territory."
Hence, there naturally is a lot of people in Gyr Abania during SB with 'aan' in their name, it's basically a way of the Empire browbeating the people they conquer.
So it's working as intended.
