FPS Issue Since Patch

I have been experiencing some heat issues with FFXIV and AMD cards. Default all settings, the game FPS sits about 120, and the junction point temperature instantly climbs to about 98c.

Limiting the FPS in game to 1/2 refresh rate (72 fps) solved the issue immediately. Operating temps capping at junction point 58c under stress.

Fast forward to the last patch; in game the half refresh rate fps isn't working. Running at 'none' I'm now down to 102 fps, and clicking any of the 1/1, 1/2, or 1/4 instantly slams the performance down to 11fps.
Of course leaving it un-capped isn't an option. Because my AMD card will melt itself.

I can limit it within the AMD adrenaline software but it still runs hotter than prior to patch. About 68c.

What do I do about the in-game fps limiter not working anymore? Anyone else experience this problem?
