I think it was tested to be +10 parry = 1% increase and +5 Block = 1% with a cap of 20% with these stats. The rest is made up through DEX I believe, and if your using Rampage it gives a pretty good noticeable boost to your parry rate as well.
what I don't get is why they can't put the true value on weapons (ie. 1% critical rate instead of +10 critical rating). I'm sure there's some explanation that is so far over head I can't comprehend, but in terms of transparency - this sucks.
Most probably, because of the internal algorithms the game use. The "+10" value is literally the value that the game's internal engine utilizes, and then it tosses in other numbers such as yours and enemy levels and dexterity and attributes in one big formula that outputs the final true % chance.
That means that to give a true percentage they'd need to work this formula backwards (and that's assuming that something like, say, dLVL doesn't changes what the "+10 parry" value means) and put up a value that's only for display.
Even more so: It's been proven that not all formulae are linear either. For example, Defense is a geometric formula in relation to dLVL, so +20 Def means very different things at +3 dLVL and -10 dLVL.
