"That character name cannot be used" error 3073

Hey, not sure if this is where I should ask about this, but I've been trying to make a alt character (Keeper of the Moon) with the forename "Leih'a" but no regardless of what the surname is, it won't allow me to use the name. "Leih'li" and just "Leih" have been tried and work just fine, so I was wondering what was up with "Leih'a" in particular. This is a name that can be generated in the in game name generator, so it's strange it doesn't work. I have talked with people from other DCs and the name didn't work on their game either, and I can't find any info on error 3073. Sorry if this isn't the place for this, but I'd really like to know why this is happening.

There are a handful of names that are used for NPCs, or will be, which become protected as a result. But I don't know of any NPCs named Leih'a, so unless you just discovered a super secret future character, there's got to be some other explanation.
