Free Company "Promotion/Demotion" Permission Allows Promotion Above Current Rank

Steps:
1. Have Free Company with 5 ranks (1 being highest, 5 being lowest)
2. Grant Rank 5 access to the "promotion/demotion" permission in hierarchy settings
3. Rank 5 can now promote themselves higher than Rank 5

Expected Behavior:
- Members should never be allowed to promote themselves or anyone else above their existing stated rank. This represents a large security flaw in this permission.

And one thats been there for years and years. Despite them being numbered ranks have no hierarchy there is no high level rank or low level rank. There are only different ranks with different assigned permissions.The only way is to limit the rights to assign rank to fc master and perhaps 1 other rank with a one or two very thrusted people.
