Merge mouse-wheel settings into keybindings.

Hi,

Bindings for the mouse wheel are in their own special menu, separate from keybinding. (Character Config.->Control Settings->Mouse)
The actions that can be assigned to the mouse wheel are completely different from those in the keybinding menu, (and very limited), and I sometimes find myself wishing I could bind things across the menus.

For example, "Tilt Camera" is only available in the keybindings, but is something I'd very much like to bind to Alt+Mouse wheel. I use it very often, almost everytime I zoom in or out.
Conversely. "Cycle through Party List" is only available in mouse wheel settings. I've considered using it, but would prefer binding it to the keyboard; I find the mouse wheel to be too sensitive to accurately pick the target I want with this.

Wouldn't it be simpler to just move everything to the keybinding menu, and let that menu accept mouse-wheel as a button?
