Red mage Verholy needs to be able to target friendlies

As title:
Verholy offers heal. Why can't I cast it on friendlies to maximize healing while cleaving the enemy with damage?

This would make so much sense; Southern Cross already works the same way (can target enemy or ally to maximise either healing or damage)
