They'll eventually add it. It would be a waste otherwise.

They usually bring their mounts to other regions eventually. For one reason or another, this parasol stuff is popular in Asia.

Long overdue, we have talked about a Mary Poppins flying umbrella since HW I think.

I don't like the graphical effects, I would prefer a simple umbrella with nothing extra.

Yes, it would be perfect for Little Ladies Day, but have they ever added anything from the chinese version into the game directly instead of the cash-shop?

Chinese mounts are invariably Cash Shop items. Likely due to licensing.
Expect these to be $24 / £13.80 when released in 6 months time.
