Timer's there in case any random person decides to join your instance, since DRN was designed with 24 people in mind. Had the original timer been left alone and waited for people to fullfil the 24-man requirement, you'd be waiting hours, if not days to get it started with random queue'ing.
Best to start your own PF if you wish to run it. It can be run with less than 24 people, but people need to bring dps essences.
Used to take 10 minutes for me to queue sometimes anyway in Shadowbringers.
Without the 10 minute timer, you'd instead have a 5 HOUR timer as it waited for a full group of 24.
The 10 minutes is a mercy.
But simply nobody does it alone by queuing. A new person getting in has no ray buffs and mostly don't know how to use their essences and stuff, which means they'll just never clear without help. Putting it up on PF and waiting to fill an 8 man party and going in is the most common lately. Also, I have never, ever, for a single instance since EW was released, encountered anyone but the party I queued.
Which means that we are only waiting 10 minutes for absolutely nothing.
I do think the timer could be removed for a premade but I suspect they didn't in the hopes of said premade helping out a strangler who is queuing by themselves. On the whole DRN really needs more future-proofing as getting a ShB relic nowadays is an absolute slog.
Because it's not an 8 person event.
It's a 24 person event.
How long do you think you'd have to wait, on the average day, for 24 people to show up?
In 75 runs so far we have picked up stragglers 3 times. I saw one 9/9 and one 10/10 and those two didn't que as a party of 2.
I've also seen a 24 person alliance form naturally all by itself (after the rush was over) twice within the 10 minute "limit".
