[Paladin] (Goring Blade) does not benefit from Blood Rush's recast time shortening

Steps:
1. Equip [Lost Blood Rage] at the Lost Finds Cache. Use it to set it into one of the Duty Action slots.
2. Attack a training dummy to enter combat
3. Activate [Lost Blood Rage]
4. Use [Intervene] on the training dummy
5. When [Lost Blood Rage] is near expiration (~2 seconds remaining), use [Intervene] on the training dummy to refresh the duration and add a stack
6. Use [Intervene] on the training dummy as soon as it is available. This will stack [Lost Blood Rage] to 4, it will be removed, and [Blood Rush] will be applied for 30 seconds.
7. Use [Goring Blade] on the training dummy. Observe the cooldown.

Not sure if it's a bug because it says.

Which makes the recast sort of independent from other Weaponskills which use the GCD.
