Basic instinct increases movement speed by 30%, as does moon flute. Allowing them to stack rather than would be more for amusement than anything, although with how other speed boosts interact - peloton and sprint for example - this might be a significantly more involved adjustment than it sounds on the surface.
Or changing the tooltip to read "increases movement speed to 130%" could work too I guess, but be less fun.
