Unable to remove skills/items from Task bars

1. Since yesterday, I have been unable to move/remove any items or ability's from the task bars on my character. I can ADD to the bar, but once there I am unable to adjust them in any way.
2. I have not messed with any settings, nor is this a problem on my other characters.

Don't know if you've already tried this but there's a lock icon next to the hotbars you have to "unlock" before you can move/remove icons.
