Character Restore Limit on Locked Worlds

I understand the limitation of 1 per account for restoring characters. In general I don't think it's a bad thing. But if we're playing on Balmung or similarly locked worlds, the limit should be increased. Especially since we can't make new characters there, except for the nanosecond of time that we sometimes can.

And yes, I know we can "make a character on another world and join cwls, and play with our friends" on said worlds and so on and so forth.
