Scroll cancels inputting of bind, making it impossible to use wheel for skills

Steps:
1. Disable Scroll Up and Down to control camera (Character Configuration -> Control Settings -> Mouse) https://i.imgur.com/YzOy9ti.png
2. Try to use Scroll Up or Down action in Keybindings https://i.imgur.com/CfUuvuG.gif
3. Watch how scroll cancels recording of a bind

I have used in other MMOs scroll (wheel) up and down actions for spells/skills or other hotbar actions. Sadly it looks like here it is broken :(.
