It's not. SE literally never said that this is a problem. And has never implemented a system intended to stop this. The multi-hosue hoarder (lol) boogeyman is solely in the players' heads.

This is just a player or group of players working together, what exactly is the problem?

No, it just makes it harder to do.

If a single player was doing it, it would require a minimum of 15 service accounts to pull off.

Considering it's Ward 1, where it would be almost impossible for a single individual/group to win all the plots, Bobby66 is most likely correct. Someone probably convinced all the other FCs in the ward to agree to change their FC tags.

It's not imaginary. It is a problem in a game where until recently there are not enough houses for every player who wants one. Every player with more than one house means another player can't get one when wards on all worlds once again fill up.

The test will be mid-March next year, after the new wards get added and the effects of auto-demolition resuming seen. Will personal plots in a given region once again be filled, or will there be hundreds available?

do these player bought these plots before they update the system? like back in stormblood or something?

The picture is an empyreum ward, those have only started existing recently. But keep in mind, FC tags(the 5 letter name they use) dont have to be unique and are fairly freely changed(if i remember right). You could do this in any FC ward if you got everyone to agree to change their tags for the screenshot. If i owned an FC(i dont) in a similar ward and i saw the neighbors setting up something like this, i might well join it for the laughs.

As long as it's a different fcs then I got no gripe but if it was all a small set of fcs with multiple structures I was gonna be super askance about it.

Going to do people a favor here and come out with the fact that this image is fake. It's made using this FC ward list generator. It's a fun tool to mess around with if you want to create your own ward list!
