"Target Not In Range" when clearly in range

Steps:
1. As a Summoner, I find that I often can not cast spells on the target and get the "Target Not In Range" error
2. I have since found I need to take one step forward, come to a complete stop, and then I am "In Range" again, until I need to move again.
3. This happened in other duties since the last patch - was hoping logging out/rebooting computer would help.
