Questions about 1.0 Retainers

Hello! Asking on behalf of a friend who is too shy and introverted to post here.

My friend has a legacy account with 4 characters that were active during 1.0. They all have the legacy mark to prove it. Each of these 4 characters had retainers during 1.0, as my friend was crafting/gathering machine. The issue is, only two of the 4 characters had any retainers immediately available, and of those 2 only two legacy retainers were able to be reclaimed with rehiring.

My questions are as follows:

1- Was 2 the max amount of retainers you could have in 1.0? My friend is fairly certain that he had far more than that.
2- If there was more than two allowed, is there any reason why further retainers wouldn't show up?
3- Are items supposed show up immediately at the calamity salvager or do you need to get past a certain point to access them?

Details:
-Friend has a paid current sub with the max amount of retainers being paid for and currently active.
-The characters with the 2 1.0 retainers immediately available are not at the lvl 17 quest.
-None of his 4 legacy characters have anything available at the calamity salvager.
-Yes he contacted a GM, who told him to reach out to support. Have yet to hear back from support but figured maybe there's something we're overlooking.
-Friend got one of the characters with no immediately-available retainers to lvl 17 and no retainers popped up with rehiring.
-He attempted to rename the third, fourth, fifth, etc, retainers in the hopes that it would reveal the inventories of old retainers but it didn't work.

Is there something we're overlooking?

And yes, calamity salvager, but it would have to be on your original character, and thats only specific items IIRC, not everything on your retainer.
