For the life of me I can not find this vendor, went to the exact co-ords and nothing?

Have you started the Pandæmonium quests?

Finished the first section of the questline? (I'm not sure which point triggers her to appear.)

Are you possibly in New Game Plus mode?

Came up with a google search of the NPCs name. I didn't even need to log in to help.

The OP says they went to the coordinates and she's not there. A map won't help.

That sure sounds like the issue, don't think I've unlocked them, was just curious to see the vendor's list.
