Double check that you have all the prerequisite quests done: Main quest Shadowbringers, ShB Tank role quests, and of course the previous War job quests.
Double check your journal to see if you already picked it up or completed it.
Finally check Curious Gorge himself, it will be a yellow quest and not a blue plus quest like most job quests are.
