Add check box to add player to block list when reporting for RMT activity

Since spam is unfortunately still so common in city areas, it would be nice to be able to add RMT spammers to my local block list at the same time as reporting them, so that I do not have to go through two separate clicks to do this. If someone is advertising RMT/gold selling, it is kind of a given that I don't want to hear from them...
