Oschon's Finger?????

When a thief is caught, a common punishment is to remove a number of fingers proportional to the value of the items stolen. These fingers are then taken and blessed by annointed priests of Oschon the Wanderer. It is thought that, when carried on a journey, these fingers will point out the safest routes, and are therefore cherished by caravan drivers and travelling merchants throughout Eorzea.

Anyone know what this item is for or where you get it?

I was thinking it might be a new reward from Caravan mission since there mentioned in the text but other then that no idea also a ring is new to item list as well no clue were that is from as well

The item description graphic is the same as the magicked prism fireworks... but that may just be coincidence.

Most likely tied with the new inn quests as they involve catching a thief.
