Unlocking Squadron/barracks Help

Hello, I've hit a roadblock concerning squadrons and trying to unlock it.

I am Second Serpent Lieutenant, and have all 3 ranks completed in the hunting log for order of the Twin Adder. There is no quest available with the personnel officer/quartermaster. I'm no longer able to apply for a promotion as it says I'm at maximum allowable rank. Also, am level 71 in my job
Please help, what am I missing?!

In order to be promoted further you need to recruit a squadron and train them.

That's my issue, I'm not seeing anywhere where to do this/who to talk to...

There should be a quest at your GC to unlock them.

This may be a stupid question, but have you unlocked the Challenge Log? That's likely a prerequisite due to the way recruits are generated.

YES! It was the challenge log that hadn't been unlocked yet....as soon as I completed that, BOOM! Thank you soo much!!
