Don't Hate the Messenger prerequisites?

I've done all of the Maelstrom quests up until Garuda, and I still can't get Don't Hate the Messenger GC quest (implemented this past patch) from Storm Lieutenant Guincum. Does anyone know if I have to do Garuda to finally get to the new quest?

Also, I'm a petty officer (Storm Sergeant Third Class).

Yeah, you gotta complete In For Garuda Wakening to trigger Don't Hate the Messenger. Tripped me up, too - I thought I had to get to Chief Flame Sergeant to unlock it, and when I did and it still wasn't unlocked, I was real confused.

Ah okay, thank you! I kept running back to my GC after each quest to see if it was available for me yet. -_-
