Can't leave Island Sanctuary while waiting for duty.

Area: Island Sancturary (X9,Y28)
Steps:
1. Be in the Island Sanctuary Instance.
2. Set a Duty or Roulette to queue for.
3. While in queue, try to leave the Island from the boat on the shore.
4. Clicking on the passage Boat for the Moraby DryDock gives "You are unable to leave the area" error message.
5. Removing yourself from the Duty Finder will allow you to leave via the Boat for the Moraby Drydocks.

Here is another reason I am calling this a bug, while under the duty finder, you can still enter the island just fine but you can not leave the way you came while also under the duty finder.
Only way to leave the island by boat is to remove self from duty finder or teleport out of the island instance.
