High ping and lag from 9-11 EST

Starting last Sunday, the 25th, like perfect clockwork, I've suddenly have extremely high ping and lag every night from 9-11 EST; making doing anything in game near impossible. I have contacted my ISP, used an VPN, etc and nothing has helped and nothing has changed. The issue is only with FFXIV and no other game or program. I am 95% confidant that the issue is not on my end and seems to line up with the start of other server issues reported by FF. Anyone else experiencing this we exact timing of lag?
