Steps:
1. The partner (Victor Morgiden) received a notification about the anniversary of the wedding ceremony.
2. Being in a group, my partner and I came to Hawu Bajihri
3. The partner talked to her and agreed to celebrate the anniversary. At the time, I just stood there.
4. Partner received The Ties That Bind quest and received a Promise of Devotion bracelet
5. I didn't receive this bracelet. In dialogue with the NPC:

• Register your anniversary
• inquire about anniversary
• Nothing

and no more points.

6. The partner tried to reserve a time for the ceremony, but he can't do it because I don't have a bracelet.
