Mount hotbar still auto-replacing PS4 controller cross hotbar (revised)

Steps: Outside of Combat
1. Open "Main Menu"
2. Go to "System" tab
3. Select "Character Configuration"
4. Enable "Controller Mode"
5. Go to and select "Hotbar Settings"
6. Go to "Cross" tab
7. In "General Settings", enable "Enable cross hotbar."
8. In "General Settings", enable "Use pet hotbar for mount actions."
9. Go to "Display" tab
10. In "Hotbar Display Settings", enable "Enable hotbar cycling button."
11. In "Hotbar Display Settings", enable "Include pet hotbar when cycling."
12. In "Pet Hotbar Display Settings", under "When the pet hotbar is available...", select "Display both the pet hotbar and the cross hotbar."
13. In "Pet Hotbar Display Settings", under "Pet Hotbar Auto-display Settings", select "Display both pet hotbar and hotbar 1."
14 In "Pet Hotbar Display Settings", disable "Automatically replace cross hotbar 1 with pet hotbar when mounted.
15. Select "Apply" at the bottom of the window.
16. Close the "Character Configuration" window.
17. While on a controller, open "Main Menu"
18. Select "Mount Guide"
19. Select "Kingly Peacock"
20. Observe controller cross hotbar being replaced by the mount hotbar (pet hotbar).

Can't find a way to stop the mount hotbar from replacing the controller cross hotbar without disabling "Use pet hotbar for mount actions." in the "Character Configuration/Hotbar Settings/Display/Pet Hotbar Display Settings". Tested using other mounts that have actions and saw the same thing. If a mount does not have an action, the controller cross hotbar remains the same as usual. Works for keyboard, but not for controller. I can also observe the changes and lack thereof when already using a mount with actions and toggling the character settings, to confirm when it works and when it doesn't.

*Under "Controller Mode", disabling "Automatically replace cross hotbar 1 with pet hotbar when mounted." replaces controller cross hotbar 1 with mount hotbar, however it does not replace keyboard hotbar 1.

*Under "Controller Mode", enabling "Automatically replace cross hotbar 1 with pet hotbar when mounted." replaces both the controller cross hotbar 1 and keyboard hotbar 1 with mount hotbar.

*Under "Mouse Mode", disabling "Automatically replace cross hotbar 1 with pet hotbar when mounted." replaces controller cross hotbar 1 with mount hotbar, however it does not replace keyboard hotbar 1.

*Under "Mouse Mode", enabling "Automatically replace cross hotbar 1 with pet hotbar when mounted." replaces both the controller cross hotbar 1 and keyboard hotbar 1 with mount hotbar.
